PSTET :HC upholds state’s clause of test for 3,522 teaching posts

The Punjab and Haryana High Court has upheld the state government’s decision to prepare a merit list for 3,522 posts of ETT teacher on the basis of marks obtained in the Punjab State Teachers Eligibility Test-1, apart from educational qualification of two-year ETT course.
The ruling by Justice GS Sandhawalia came on a bunch of two petitions filed by Mandeep Kaur and others. A challenge was thrown to Clause 3 of public notice dated November 9, whereby applications were invited for filling up 3,522 posts of ETT teachers in the state Education Department.
The clause made it clear that apart from the education qualification of aspirants having done a two-year ETT course, the merit list would be based on marks obtained by the candidates in PSTET.
The petitioners argued the percentage of marks obtained in diploma in Elementary Teacher Training or the Bachelor of Elementary Education etc. were being ignored. Referring to Clause 9 of the guidelines issued by the NCTE, the petitioners submitted that marks in TET were the only eligibility criteria and did not confer any right of recruitment or employment.
Taking up the petition, Justice Sandhawalia asserted: “The principal issue which arises is that whether the methodology of recruitment or the criteria which is to be fixed is to be interfered by this court only because the petitioners are having other qualifications which are liable for consideration for appointment.”
Justice Sandhawalia added that it was for the employer to lay down the basis to select aspirants. It was not for the High Court to examine whether the laid down criteria was patently arbitrary in the absence of violation of the statute or mala fides on part of the respondent. “The criteria of selection would be within the domain of the employer.”
“It is settled principle that it is the State to lay down the policy and in the absence of any mala fide being pointed out the same is being done to suit some private respondents, Clause 3 cannot be held to be arbitrary as canvassed by the counsel for the petitioner…. Resultantly, the present cases have no merit and both the writ petitions stand dismissed.”

The local administration passed in one of its biggest examinations on Sunday, as the Punjab State Teacher Eligibility Test (PSTET) passed off without a case of unfair means being reported at any of the 16 centres in Amritsar.
More than 95% candidates were women and below 30, and the presence of policewomen at every centre made a lot of difference to the ultimate smooth conduct. Not a pen or wristwatch was allowed inside, which left no scope for hi-tech cheating. Amritsar deputy commissioner Ravi Bhagat had appointed two observers — either tehsildar or subdivisional magistrate, and a college lecturer — at each centre.
The district education department was happy that its efforts had come good and the overall attendance was 96%. “We are proud to say that we had no cheating case to report in our district, thanks to support from the district administration and police,” said district education officer (secondary) Satinder Bir Singh. He said 2,930 candidates had reported for the morning test and another 2,825 for the evening examination. Of the 7,630 total candidates, 7,402 were present. The answer key would be out in two days and after considering objections, the result would be out in five days probably, he added.
The test seemed easy to the DEO, “since the candidates coming out looked happy”. He described it a good trend that women were keen to come into teaching. Controller of examination Mandeep Kaur said: “There was no scope of cheating. The candidates were a mix of working teachers and first-timers. At my centre, Government Girls’ Senior Secondary School, Mall Road, the examination was recorded on video for transparency.”

Easy one, say candidates

Most of the candidates approached for comments were happy with their performance. “If one came prepared, the questions were easy. I am positive about making it. The facilities offered and the arrangements made were quite good,” said candidate Kamalpreet Kaur, a teacher. Candidate Amandeep Singh liked the multiple-choice format. “A more practical way of judging IQ. Unlike subjective papers that reward cramming, this format will separate teachers with aptitude from those without,” he said.

unjab School Education Board (PSEB) is going to conduct Teacher Eligibility Test. In order to get better outlook regarding the exam paper, we have provided the exam syllabus and previous question papers information.  Candidates who applied for the exam should now start up their preparation to crack in the examination. This article helps you to know about PS TET examination.
Punjab Teacher Eligibility Test also known as PS TET is an entrance examination to get the eligibility as teachers in the state. The test is mandatory for getting teaching jobs in government schools from Class 1 to Class 8. As per TET exam pattern, there are two papers. Paper 1 is conducted for teachers opting for Class 1 to Class 5 and Paper 2 for Class 6 to Class 8. Here we have provided the examination pattern, syllabus of PSTET 2016 for both the papers. PSTET :अध्यापक पात्रता टेस्ट में पेन लेकर जाने भी नहीं होगी अनुमति  


मोहाली। पंजाब अध्यापक पात्रता परीक्षा में इस बार नकल रोकने के व्यापक प्रबंध किए गए हैं। इस बार परीक्षार्थी अपना पेन तक लेकर परीक्षा केंद्र में नहीं ले जा सकेंगे। पंजाब स्कूल शिक्षा बोर्ड (पीएसइबी) की ओर से यह परीक्षा 13 दिसंबर को दो शिफ्टों में आयोजित की जाएगी। परीक्षा केंद्र में घड़ी, मोबाइल व अन्य इलेक्ट्रानिक वस्तुएं भी ले जाने पर प्रतिबंध होगा।
बोर्ड के अधिकारियों ने एक बैठक कर परीक्षा की तैयारियों की समीक्षा की और इसे अंतिम रूप दिया। बोर्ड के अधिकारियों ने बताया कि परीक्षा केंद्र में ही स्टूडेंट्स को बोर्ड की ओर से पेन दिए जाएंगे। वहीं हर कमरे में घड़ी का प्रबंध भी किया गया है। परीक्षा केंद्र पर स्टूडेंट्स को आधा घंटा पहले पहुंचना पड़ेगा। प्रश्न पत्र सुबह सात बजे परीक्षा केंद्रों के प्रतिनिधियों को दिए जाएंगे।
दो शिफ्टों में होगी परीक्षा
राज्य में परीक्षा के लिए कुल 323 केंद्र बनाए गए हैं। करीब एक लाख 73 हजार 800 विद्यार्थी यह परीक्षा देंगे। परीक्षा दो शिफ्टों में होगी। पहला शिफ्ट सुबह 10 बजे से दोपहर 12.30 बजे तक और दूसरा शिफ्ट दोपहर बाद दो बजे से साढ़े चार बजे तक होगा।
तीसरी आंख की रहेगी नजर
परीक्षा केंद्रों पर सुरक्षा के कड़े इंतजाम किए जाएंगे। परीक्षा केंद्रों के बाहर व अंदर सीसीटीवी से भी निगरानी की जाएगी। प्रश्नपत्र खुलने के समय वीडियोग्राफी करवाई जाएगी और उत्तर पुस्तिकाओं के पैक होने पर भी वीडियोग्राफी होगी। इसके अलावा परीक्षा केंद्रों के बाहर पुलिस के भी पुख्ता इंतजाम रहेंगे।
लुधियाना जिले में सबसे अधिक 28 सेंटर
पीटेट के लिए लुधियाना लिे में में सबसे अधिक 28 सेंटर बनाए गए हैं। हर कमरे में 28 विद्यार्थियों के बैठने की व्यवस्था की गई है। पीएसईबी की चेयरपर्सन डा. तेजिंदर कौर धालीवाल ने बताया कि टेट के लिए स्पेशल ऑब्जर्वर लगाए गए हैं।
एडमिट कार्ड 6 दिसंबर से कर सकेंगे डाउनलोड
पीटेट के लिए एडमिट कार्ड 6 दिसंबर से जारी होंगे। परीक्षार्थी एडमिट कार्ड 6 दिसंबर से डाउनलोड कर सकते हैं। परीक्षार्थी कोई परेशानी होने पर हेल्पलाइन नंबर 82874-47722 पर संपर्क कर सकते हैं इसके अलावा वे पीएसटीईटी हेल्प 2015 एटजी मेल डॉट कॉम पर मेल भी कर सकते हैं।

इस बार पंजाब में टीचर्स एलिजिबिलिटी टेस्ट कड़े सुरक्षा इंतजामों के बीच होगा। साथ ही परीक्षार्थी को कई तरह के नियम फॉलो करने होंगे। परीक्षार्थी कोई भी इलेक्ट्रॉनिक्स वस्तु केंद्र में नहीं ले जा सकेंगे।

यहां तक कि पेन और घड़ी पर भी पाबंदी रहेगी। प्रश्न पत्र के साथ ही उन्हें बोर्ड की ओर से पेन दिया जाएगा। हर कमरे में दीवार घड़ी का भी प्रबंध किया जाएगा।

शिक्षामंत्री डॉ. दलजीत चीमा ने मंगलवार को पंजाब स्कूल शिक्षा बोर्ड में बोर्ड और शिक्षा विभाग के अधिकारियों के साथ बैठक कर टीईटी की तैयारियों का जायजा लिया।

बैठक के दौरान बोर्ड की चेयरपर्सन डॉ. तेजिंदर कौर धालीवाल ने परीक्षा के इंतजामों के बारे में बताया। वहीं, जिला शिक्षा अधिकारियों ने पिछले साल परीक्षा में आई दिक्कतें बताईं।

मौके पर ही उनका समाधान करके आगामी परीक्षा की रणनीति तैयार की गई। टीईटी 16 दिसंबर को होगा, जिसके लिए पूरे पंजाब में चार सौ परीक्षा केंद्र बनाए गए हैं।

टीईटी-1 और टीईटी-2 के लिए कुल पौने दो लाख परीक्षार्थी एनरोल हो चुके हैं। बैठक के दौरान परीक्षा को लेकर कई अहम फैसले लिए गए। मीटिंग में बोर्ड के वाइस चेयरमैन सुरेश टंडन, सेक्त्रस्ेटरी जीएस बाठ भी मौजूद थे।

टीईटी को लेकर अहम फैसले
- सेहत विभाग के सहयोग से मौके पर फर्स्ट-एड का इंतजाम किया जाएगा।
- फ्लाइंग स्क्वायड का खास शिनाख्ती कार्ड होगा, जिसका नमूना पहले ही पोर्टल पर डाला जाएगा।
- डीईओ पहले ही सारे स्टाफ को रिहर्सल कराएंगे और हर प्रबंध पर नजर रखेंगे।
- परीक्षा केंद्र के पास कोई रैली या समागम हो तो पहले केंद्र तब्दील किया जाएगा।
- टीईटी के दौरान इलेक्ट्रॉनिक वस्तुओं पर रहेगी पाबंदी
- परीक्षा केंद्र में ही मिलेगा पेन, हर कमरे में होगा दीवार घड़ी का प्रबंध
- प्रश्न पत्र खोलते समय और उत्तर पुस्तिकाएं बंद करते समय होगी विडियोग्राफी
- हर जिले में बनेगा एक सेंट्रल सेंटर, नियुक्त होंगे दो नोडल अफसर
- परीक्षार्थियों का आधा घंटा और स्टाफ का एक घंटा पहले पहुंचना जरूरी
- शिक्षामंत्री ने बोर्ड और विभागीय अधिकारियों के साथ बैठक कर लिया जायजा
- परीक्षा के बाद वहीं जमा कराएंगे।
- परीक्षा के अलावा प्रश्न पत्र खोलते समय और उत्तर पुस्तिकाएं बंद करते समय विडियोग्राफी होगी

CTET का शेड्यूल जारी, दो चरणों में होगा एग्जाम


सरकारी और प्राइवेट स्कूलों में शिक्षक की नौकरी के लिए अनिवार्य सीबीएसई सेंट्रल टीचर एलिजिबिलिटी टेस्ट(सीटीईटी) का सीबीएसई ने शेड्यूल जारी कर दिया है। 

प्रवक्ता अनुसार 21 फरवरी को सीटीईटी दो चरणों में होगा। पेपर-2(टीजीटी) सुबह 9.30 से 12 बजे और पेपर-1(जेबीटी) दोपहर 2 से 4.30 बजे तक होगा। परीक्षा के लिए 4 से 28 दिसंबर तक ऑनलाइन आवेदन स्वीकार किए जाएंगे।

Chandigarh, November 25
In a shocker to thousands of qualified, but unemployed Punjabi schoolteachers, the Punjab Government has decided to conduct qualifying test even on those aspirants, who have already passed the Teacher Eligibility Test (TET), which, according to the Right to Education Act, 2009, is the standard qualifying exam meant to select teachers for government schools.
The Punjab Government has devised this method to fill over 6,000 vacancies of schoolteacher under the Master Cadre (who will teach from Classes VI to X). Even after clearing TET, now teachers will have to clear a qualifying exam in his or her main subject. However, the government’s methodology to recruit teachers in Punjab after around two years has rattled thousands of candidates who have passed TET.
There are over 16,000 TET-passed teachers in Punjab of which only around 5,500 are on government jobs. More than half of the employed are still serving on contract basis.
The RTE Act says every TET qualified candidate is eligible to be recruited as a government schoolteacher. In light of this, TET-qualified unemployed teachers have objected to the government move, while stating that the newly introduced test will render their TET qualification useless.
“If the government has to conduct its own test, than what is the purpose of taking TET every year. A teacher who has passed TET is quite an eligible candidate to serve as government teacher. This move is nothing different from directing IAS/PCS-passed candidates to clear one more test before joining the service,” said a teacher, who has passed TET, but is unemployed.
Besides, while recruiting new teachers, the government will only consider test marks, but not the merit secured by candidate in his masters, MPhil or PhD degrees.
According to the new directions, the final merit of aspirants would be decided by aggregating their score in TET and the new test.
State Education Minister Dr Daljeet Singh Cheema could not be contacted for comment. Director General School Education (DGSE) Pardeep Aggarwal, who also heads the Directorate set up to organise teachers’ recruitments, however, said since teachers would teach a specific subject, second test is meant to ascertain their perfection in their main subject.
“We are organising subject test as teachers will teach their main subject in schools,” Aggarwal said, while confirming the decision.

इसके लिए सातवें वेतन आयोग ने एक चार्ट प्रस्तुत किया है 

नए फ्रेश ज्वाइन करने वालों को अपने ग्रेड पे में पहले सैल में लिखी सेलरी - बेसिक सेलरी होगी , उदाहरणार्थ 4600 ग्रेड पे की बेसिक सेलरी 44900 फिक्स होगी । 

अन्य कर्मियों को स्लेरी निम्न फॉर्मला से कैलकुलेट करनी होगी -

अपनी बेसिक + ग्रेड पे सेलरी को जोड़िये और उसका गुणा फिटमेंट फार्मूला पे  (उदाहरणार्थ 4600 ग्रेड पे का 2.62  है ) से कर दीजिये ,
उसके बाद जो सेलरी आये , टेबल में अपनी ग्रेड पे कॉलम में उसके बराबर या उसकी अगली पे को देखिये , यही आपकी नयी बेसिक सेलरी होगी 

Pay Fixation in the New Pay Structure
5.1.28 The fitment of each employee in the new pay matrix is proposed to be done by
multiplying his/her basic pay on the date of implementation by a factor of 2.57. The figure so
arrived at is to be located in the new pay matrix, in the level that corresponds to the
employee’s grade pay on the date of implementation, except in cases where the
Commission has recommended a change in the existing grade pay. If the identical figure is
not available in the given level, the next higher figure closest to it would be the new pay of the
concerned employee. A couple of examples are detailed below to make the process amply clear.
5.1.29 The pay in the new pay matrix is to be fixed in the following manner:
Step 1: Identify Basic Pay (Pay in the pay band plus Grade Pay) drawn by an employee as on
the date of implementation. This figure is ‘A’.
Step 2: Multiply ‘A’ with 2.57, round-off to the nearest rupee, and obtain result ‘B’.
Step 3: The figure so arrived at, i.e., ‘B’ or the next higher figure closest to it in the Level
assigned to his/her grade pay, will be the new pay in the new pay matrix. In case the value of
‘B’ is less than the starting pay of the Level, then the pay will be equal to the starting pay of
that level.


Example I
i. For example an employee H is presently drawing Basic Pay of ₹55,040 (Pay in the Pay
Band ₹46340 + Grade Pay ₹8700 = ₹55040). After multiplying ₹55,040 with 2.57, a
figure of ₹1,41,452.80 is arrived at. This is rounded off to ₹1,41,453.
ii. The level corresponding to GP 8700 is level 13, as may be seen from Table 4, which
gives the full correspondence between existing Grade Pay and the new Levels being
proposed.
iii. In the column for level 13, the figure closest to ₹1,41,453 is ₹1,41,600.
iv. Hence the pay of employee H will be fixed at ₹1,41,600 in level 13 in the new pay
matrix as shown below:



Example II
i. Take the case of an employee T in GP 4200, drawing pay of ₹20,000 in PB-2. The Basic
Pay is ₹24,200 (20,000+4200). If there was to be no change in T’s level the pay fixation
would have been as explained in Example I above. After multiplying by 2.57, the
amount fetched viz., ₹62,194 would have been located in Level 6 and T’s pay would
have been fixed in Level 6 at ₹62,200.
ii. However, assuming that the Commission has recommended that the post occupied by
T should be placed one level higher in GP 4600. T’s basic pay would then be ₹24,600
(20000 + 4600). Multiplying this by 2.57 would fetch ₹63,222.
iii. This value would have to be located in the matrix in Level 7 (the upgraded level of T).
iv. In the column for Level 7 ₹63,222 lies between 62200 and 64100. Accordingly, the pay
of T will be fixed in Level 7 at ₹64,100.
