Every time I come across news feeds about teacher trainings and workshops, the student in me feels perplexed. I imagine a trainer, a senior pedagogue, coming to these meetings, pontificating to teachers about best practices in the field. I wonder why they don’t invite a student instead. Isn’t a student the best person to give opinion about what a good teacher should be like?

Having been a student for the last 20 years and having gained quite an eclectic exposure to teachers from Punjab to Delhi to Oxford, I think I have some interesting insights to make. While every human being is distinct and heterogeneity is evident in teacher quality, there are strings that are common across teachers who become their students’ favourites. This Teachers Day, I make an attempt at compiling the traits that I have keenly spotted in the teachers who have become my personal favourites over space and time:
Those who are passionate about what they are teaching.

John Quah, one of my professors at Oxford, had a contagious passion for his subject. The entire class would be spellbound by the end of his microeconomics lectures. I vividly remember his class on fixed point theorems. After scribbling the proof of Tarsky’s Fixed Point Theorem on the whiteboard, he remained in a state of trance looking at the proof and then told us, “This proof is the most beautiful thing on this planet, and who knows, even beyond!” The entire class was thrilled. Passion is contagious and has the power to ignite unparalleled enthusiasm and curiosity in the minds of learners.
Those who always encourage students to ask questions.
It signals that one is the master of one’s subject and does not fear answering queries. I fondly remember one of my professors at St. Stephen’s College, Delhi, Mrs Leema Mohan, who would always take questions from students with a wide smile on her face. Her patient and placid smile would be so encouraging that even the weakest ones in class would not shy to raise their hands and ask their doubts. She was in complete contrast to another teacher who would deride the students for asking questions that according to him were ‘silly’. The entire class admitted to having developed a phobia for the subject taught by this particular teacher at the end of three years. Creating an atmosphere where students feel empowered and encouraged to ask questions creates a beautiful two-way flow in a classroom. This is one of the foremost characteristics that differentiates a teacher from a preacher.

Those who make an attempt to link the worlds inside and outside classroom.

One of my high school teachers, Mrs Sargam Malhotra, at Guru Nanak Public School, Ludhiana, would always make it a point to narrate a story in every class. Every student would gear up for this moment in class, putting their pens down and straightening their backs every time she would quip, “Let me tell you a story”. Mrs Kochhar, my political science teacher at Sacred Heart Convent School, Ludhiana, would embark on tangents and narrate inspiring personal life stories to make a point. Those stories stay with me still. One of the basic responsibilities of a teacher is to simplify concepts so that they no longer remain esoteric. The ‘Indian Economic Development’ class of my teacher Mrs Poonam Kalra at St. Stephen’s College was an excellent example. Her lucid and graphic expositions of poverty, unemployment, hunger and other developmental issues beyond pithy facts and figures would leave the entire class charged with the spirit to make a change.
At the same time, I recall experiences of studying under dull teachers who would merely repeat what was present in the textbooks or just fail miserably at explaining concepts to class. Our blank faces were unable to deter one particular teacher as he would continue enunciating his dry script or copying proofs from textbook to blackboard. He would fail to make us see the connection every time. Being able to synchronise my worlds inside and outside classroom has been one of the most crucial challenges growing up as a student.
Those who would go an extra mile to answer questions that are beyond the scope of the course.
A good teacher doesn’t snub a question saying this is beyond your syllabus or that it isn’t important for the upcoming test. Even if it is something ineffable for the students at their current understanding level, she would draw a simplified analogy and help the curious students sneak a peek at the knowledge that lay ahead.
Those who are honest and say ‘I don’t know’ candidly.
There were times when an unexpected question from class left a teacher blank or confused. Some brushed off the question as being unimportant, some pretended about knowing and gave an ambivalent answer. At the other end of the spectrum were those who would honestly admit, “I don’t know the answer to that question yet, but I shall get back to you”. And then they would get back the next day as a mark of sincerity. I still harbour oceans of respect for these teachers.
Those who hand back graded answer sheets in time.
I had a teacher who would take at least a few months to return answer scripts of the class tests he gave. Then there was Pankaj Tandon, my microeconomics professor who would return the graded class tests right the next day after the test. I remember the entire class getting awed when this teacher gave a test on Monday and walked in with the graded tests on Tuesday. It showed us his utmost sincerity and devotion, the kind he expected of us.
Those who say a word of apology for a mistake made on the blackboard.
There are some teachers who become too defensive to accept the mistake; some who admit the error but very discretely making sure to erase it before any other student notices; then there are those who openly announce in class that they were wrong before making a correction. Acknowledgement of one’s infallibility is one of the hallmarks of a great teacher. We came to respect such teachers even more.
While our education bodies keep coming up with eligibility tests and stringent requirements for qualifying teachers to teach, I do hope that someone up there is taking a note and making the students’ voices heard. It is time to raise teaching standards in our world by assessing teachers by the students’ criteria as well.

लुधियाना(विक्की): शिक्षा मंत्री डा. दलजीत सिंह चीमा ने कहा कि सरकारी स्कूलों में ठेके पर आधारित अध्यापकों की सेवाएं तभी लागू हो सकती हैं अगर वे नियमों के मुताबिक अध्यापक योग्यता परीक्षा (टी.ई.टी.) पास कर लें। आज यहां एक्सटैंशन लाइब्रेरी में एन.जी.ओ. संकल्प की तरफ से मेधावी छात्रों के सम्मान समारोह में बतौर मुख्यातिथि पहुंचे डा. चीमा ने पत्रकारों से बातचीत करते हुए कहा कि नियमों के मुताबिक ही सरकार अध्यापकों की सेवाएं शिक्षा विभाग में रैगुलर कर सकती हैं।

डा. चीमा ने कहा कि विद्या टी.वी. प्रोजैक्ट कुछ तकनीकी कारणों के चलते अटका हुआ है जिसके समाधान के लिए सरकार केंद्रीय ब्राड कासिं्टग मिनिस्ट्री से बातचीत कर रही है। उन्होंने कहा कि मैरीटोरियस स्कूलों की विद्याॢथयों को कम्पीटैटिव एग्जाम की तैयारी करवाने के लिए कोङ्क्षचग की व्यवस्था 12वीं के छात्रों के लिए आने वाले दिनों में शुरू हो जाएगी। इसके लिए सरकार ने कोङ्क्षचग देने वाले इंस्टीच्यूट से टैंडर कॉल कर लिए हैं।

शिक्षा मंत्री ने दोहराया कि राइट टू एजुकेशन एक्ट-2009 के अधीन निजी स्कूलों को पंजाब सरकार द्वारा पक्की मान्यता देने का जो फैसला किया गया है, उस पर सभी जिला शिक्षा अधिकारियों को अमल करना होगा। अगर किसी स्कूल के खिलाफ कोई भी शिकायत प्राप्त होती है तो सरकार यह मान्यता वापस ले लेगी।

एस.एस.ए. रमसा यूनियन ने जताया एतराज

शिक्षा मंत्री द्वारा ठेके पर आधारित अध्यापकों की सेवाएं रैगुलर करने से पहले उन पर टी.ई.टी. पास करने के दिए गए बयान पर एस.एस.ए. रमसा अध्यापक यूनियन पंजाब के दीदार सिंह मुदकी ने कहा कि उन पर ऐसी कोई भी शर्त लागू नहीं होती, क्योंकि उन्होंने केंद्रीय मानव संसाधन विकास मंत्रालय से सेवाएं रैगुलर करने संबंधी बात की थी। इस दौरान उन्हें मालूम हुआ कि टी.ई.टी. की शर्त केवल भर्ती प्रक्रिया के लिए जरूरी है न कि अध्यापकों की सेवाएं रैगुलर करने के लिए। सरकार जान-बूझकर अध्यापकों को उलझाने का प्रयास कर रही है।

7th पे कमीशन की रिपोर्ट नोटिफाई, अगस्‍त से इम्‍प्‍लॉइज को मिलेगी बढ़ी सैलरी

There shall be two dates for grant of increment - January 1 and July 1 every year - instead of the existing July 1 only.

नई दिल्‍ली. मोदी सरकार ने मंगलवार को 7th पे-कमीशन की रिपोर्ट को नोटिफाई कर दिया है।सेंट्रल गवर्नमेंट के इम्‍प्‍लॉइज को अगस्‍त से मोटी सैलरी का तोहफा मिलेेगी। नोटिफिकेशन के अनुसार, सरकारी इम्‍प्‍लॉइज के लिए वेतन जनवरी, 2016 से लागू होगा और फाइनेशियल ईयर के दौरान एरियर दिया जाएगा। नोटिफिकेशन का मतलब है लगभग 48 लाख सेंट्रल गवर्नमेंट के कर्मचारियों और 52 लाख पेंशनर्स को बढ़ा हुआ वेतन दिया जाएगा।

- गवर्नमेंट एंप्‍लाइ्रज को बेसिक सैलरी और अलाउंस में 23. 55 फीसदी का इजाफा होगा।

- इससे सरकारी खजाने पर 1.02 लाख करोड़ का सालाना बोझ पड़ेगा। यह सकल घरेलू उत्‍पाद (जीडीपी) का 0.7 फीसदी होगा।

- एंट्री लेवल पे मौजूदा 7 हजार रुपये से बढ़ कर 18,000 रुपये हो जाएगी।

- नए वेतन आयोग के तहत मैक्सिम सैलरी मौजूदा 90,000 से बढ़ा कर 2.5 लाख रुपये तय की गई है। यह मैक्सिम सैलरी कैबिनेट सेक्रेटरी को मिलेगी।

-अरुण जेटली ने प्रेस कॉन्फ्रेंस में कहा था कि इससे इम्प्लॉइज की मिनिमम सैलरी 7 से 18 हजार तक बढ़ जाएगी।

- जेटली ने ये भी कहा था कि सभी क्लास के इम्प्लॉइज की बेसिक सैलरी 2.57 गुना बढ़ेगी।

- सरकार ने एलान किया कि सीबीएसई चीफ राजेश कुमार चतुर्वेदी को 7th पे कमीशन की इम्प्लीमेंटेशन सेल का भी इन्चार्ज बनाया गया है।

- सीबीएसई चीफ बनने से पहले राजेश सेल में ज्वॉइंट सेक्रेटरी रहे थे।

7th पे कमीशन की खास बातें

- 1 जनवरी 2016 से सिफारिशें लागू होंगी। फायदा सेंट्रल गवर्नमेंट के 47 लाख इम्प्लॉइज और 53 लाख पेंशनर्स को मिलेगा।

- जून तक का 6 महीने का एरियर्स सरकार मार्च 2017 से पहले ही देगी।

69 साल में 327 गुना बढ़ी सैलरी

- पे कमीशन का इतिहास 69 साल पुराना है।

- 1947 में बने पहले पे कमीशन ने मिनिमम सैलरी 55 रु. तय की थी। तब से अब तक इम्प्लॉइज की सैलरी 327 गुना बढ़ चुकी है।

- बेसिक पे के मामले में यह 70 साल में सबसे कम बढ़ोत्तरी की सिफारिश है। क्योंकि इस बार यह 16% बढ़ाने की बात कही गई है। जबकि 6th पे कमीशन में बेसिक सैलरी 20% बढ़ाने की सिफारिश की गर्इ थी।

- पहले पे कमीशन में रेलवे के क्लास-4 इम्प्लॉईज की सैलरी 10 रुपए से 30 रुपए तक बढ़ाई गई थी।

जागरण संवाददाता, अमृतसर : गुरु नानकदेव विवि में अध्यापकों की भर्ती मामले की सुनवाई अब छह अक्टूबर को होगी। हाईकोर्ट ने जीएनडीयू में असिस्टेंट प्रोफेसरों, एसोसिएट्स प्रोफेसरों और प्रोफेसरों की भर्ती पर एक रिट पटीशन को मुख्य रखकर रोक लगाई है। 13 जुलाई को इस पटीशन पर हाईकोर्ट में सुनवाई थी। जीएनडीयू की ओर से अपना जवाब दावा नहीं पेश किया गया। इस पर अदालत ने सुनवाई के लिए छह अक्टूबर की तिथि तय कर दी है। प्रोफेसर के पद के लिए अप्लाई करने वाले अंबाला निवासी वनीत प्रकाश ने जीएनडीयू के खिलाफ एक रिट पटीशन दायर कर जीएनडीयू की ओर से अध्यापकों की भर्ती के लिए अपनाई जा रही प्रक्रिया को चुनौती दी थी। इस पर हाईकोर्ट ने जीएनडीयू को अध्यापक भर्ती पर रोक लगाकर जवाब तलब किया था। लेकिन जीएनडीयू ने इस संबंधी जवाब अदालत में दाखिल नहीं किया

याची शिक्षिका की नौकरी के लिए चयनित हो गयी , लेकिन टेट कवलिफिकेशन होने के कारण उसने 2 वर्ष की छूट मांगी ,
निचली अदालत केट ने क्लाज़ 4 को निरस्त कर याची को राहत दी , लेकिन शिक्षा विभाग फिर भी नहीं माना , तब दिल्ली उच्च न्यायलय ने याची को राहत दी

याची ने शिक्षिका बनने के लिए फॉर्म भरा , लेकिन साथ ही याची के सीटेट परिणाम आ गया जिसमे वो फेल हो गयी थी , परिणाम को देखते हुए भयवश
याची ने सी टेट पास करने के लिए दिल्ली शिक्षा विभाग से 2 वर्ष का समय माँगा , लेकिन कोई जवाब नहीं मिला ।

इसके बाद याची ने केंद्रीय प्रसाशनिक न्यायधिकरण में याचिका दाखिल की , और कोर्ट ने याची को राहत देते हुए NCTE गाइड लाइन 08 . 0 १। 2010 क्लाज़ 4 को निरस्त कर दिया ।

इसके बाद भी शिक्षा विभाग से राहत न मिलने पर याची ने दिल्ली उच्च न्यायलय में केस लड़ा , जहाँ उसे फिर से राहत प्रदान करते हुए टेट पास
न करने की छूट गयी ।

1. Challenge in this writ petition is to the order dated 12.02.2015 passed by
the Central Administrative Tribunal(hereinafter referred to for short as „the
Tribunal‟) by which the Tribunal while setting aside Clause 4 of the
Guidelines dated 08.11.2010 declined to allow other reliefs as sought by
the petitioner in the OA filed before the Tribunal.
2. The necessary facts to be noticed are that the respondents had issued an
Advertisement no.01/13(Post Code 01/13) for the post of Special Education
Teacher under Directorate of Education, Government of NCT of Delhi. In
response to the aforesaid advertisement, the petitioner applied for the post
of Special Education Teacher under the Directorate of Education. It is the
case of the petitioner that at the time of submission of the form, though her

result for the previous Central Teacher Eligibility Test(CTET) examination
was awaited, but being of the view that the petitioner would be able to clear
the same, she marked herself as „CTET-qualified‟ in the form. However,
on receiving her CTET result later on, she came to know that she had not
been able to clear the CTET Exam and missed the qualifying mark by a
few points.
3. The petitioner was issued an admit card for the exam for the Post Code
01/13 and she appeared in the exam held on 28.04.2013. It is the case of
the petitioner that as the petitioner apprehended that her candidature will be
rejected inasmuch as she was not CTET qualified at that point of time, she
made a representation to the respondents no.1, 3 and 4 requesting them that
the petitioner may be granted two year‟s time for acquiring CTET
qualification and, in the meanwhile, she may be considered for recruitment
to the post of Special Education Teacher in terms of the advertisement
no.01/13. However, no response to the aforesaid representation was
received by the petitioner.
4. Thereafter, the petitioner approached the Central Administrative Tribunal
seeking the following prayers:
“(i) Issue an appropriate order or direction thereby quashing the
clause 4 of the impugned guidelines dated 08.01.2010 of the
Ministry of Human Resource Development, respondent
no.4, whereby the said respondent no.4 in clause 4 thereof
has provided that the conditions of passing TET shall not be
relaxed by the Central Government, being arbitrary,
discriminatory, illegal, unconstitutional and violative of Art.
14,15,16,21 and 21-A of the Constitution of India and
contrary to the provisions of RTE Act, 2009 against Public
Interest and opposed to public policy.
(ii) Issue an appropriate order or direction thereby directing the
respondents no.1 and 2 to take up the matter with the
Central Government for grant of relaxation in the matter of
CTET qualification to the applicant for a period of 2 years
in terms of Section 23(2) of the RTE Act, 2009.

(iii) Issue an appropriate order or direction thereby directing the
respondent no.4/Central Government to consider the case of
the applicant for grant of relaxation in the qualification of
CTET upto March 31,2015.
(iv) Issue an appropriate order or direction thereby directing the
respondent no.3/DSSSB not to reject the candidature of the
applicant on the ground of non-qualification of CTET until
the disposal of the applicant‟s representation by the
respondents.”
5. The Tribunal has allowed the OA filed by the petitioners and quashed
Clause 4 of the Guidelines dated 08.11.2010. While disposing of the OA,
the following directions have been issued:
“In view of the aforementioned, we set aside Clause 4 of the
impugned guidelines issued vide No.1-15/2010-EE-4 dated
08.11.2010(Annexure A/1). It would be open to the respondents
to take up the matter for exercise of the powers conferred upon
the Central Government under Section 23(2) of the Right of
Children to Free and Compulsory Education Act, 2009, as per
procedure laid down in the aforementioned guidelines. The OA
stands disposed of.”
6. Counsel for the petitioner submits that, at this stage, the petitioner would be
satisfied if a time limit is fixed to enable the respondents to consider the
case of the petitioner under Section 23(2) of the Right of Children to Free
and Compulsory Education Act, 2009, as per procedure laid down in the
Guidelines.
7. Counsel for the respondents enter appearance on an advance copy.
8. We find the prayer of the counsel for the petitioner to be fair and just.
Accordingly, we direct the respondents no.1 and 2 to comply with the order
dated 12.02.2015. We also direct the respondents no.1 and 2 to consider
the case of the petitioner within a period of eight weeks from the date of
receipt of this order in accordance with law. This order is without

The registrations for Punjab TET (Teacher's Eligibility Test) are going on and the official notification regarding the same was released at the official website www.tetpunjab.com . Interested lot can submit their application on or before July 21 (up to 5 pm).

Language I: 30 MCQs (30 marks)

CBSE to conduct Central Teacher Eligibility Test (CTET) on Sept 18

Central Board of Secondary Education (CBSE) has announced the examination date for Central Teacher Eligibility Test (CTET).

New Delhi: Central Board of Secondary Education (CBSE) has announced the examination date for Central Teacher Eligibility Test (CTET).

The CBSE will conduct the CTET exams on September 18, 2016.

The Ministry of Human Resource Development, Govt of India has entrusted the responsibility of conducting the CTET to the Central Board of Secondary Education Delhi.

The interested candidates can submit the online application for till July 18.

CTET is necessary for a candidate to be eligible for appointment as a teacher for class I to VIII. Candidates can apply only online for CTET-SEPT 2016 on CTET website – www.ctet.nic.in

Submission of pnline application 22.06.2016 to 18.07.2016

Last Date for submission of fee through E-challan or Debit/Credit Card 19.07.2016 (before 3:30 PM)

Final status of candidates-check status and particulars of candidates whose fees received 20.07.2016

Period for On-line Corrections in Particulars (no correction will be allowed in any particulars after this date) 20.07.2016 to 25.07.2016

Paper-II will be held on 18.09.2016 - 09:30 to 12:00 hours 2:30 hours

Paper-I will be held on 18.09.2016 - 14:00 to 16:30 hours 2:30 hours

The CTET shall apply to schools of the Central Government (KVS, NVS, Central Tibetan Schools,

etc.) and schools under the administrative control of UT’s of Chandigarh, Dadra & Nagar Haveli,

Daman & Diu and Andaman & Nicobar Islands, Lakshadweep and NCT of Delhi.

CTET may also apply to the unaided private schools, who may exercise the option of considering the CTET.
